Ms. Keerbs first began working with IRI in February 2006 in Ukraine and served there until July 2008. During that time, she was responsible for managing a State Department funded program that increased the professional capabilities of the [new] presidential administration through executive office exchanges between President Yushenko’s staff and their counterparts at the White House.

In August 2008, Keerbs transferred to the Tbilisi, Georgia office where she served as Resident Country Director until summer 2018.  The IRI Georgia program focused on party building and youth and included an extensive survey research program. In 2011, she spent a significant amount of time on temporary assignment in Egypt working as the IRI Election Observation Mission Coordinator. From November 2018 – March 2019 she again served as the Election Observation Mission Coordinator but this time in Chisinau, Moldova. Ms. Keerbs served as Acting Resident Program Director in Thailand from April – September 2019 where she focused on election analysis, program assessment and working with newly elected MPs. She was the Resident Country Director in Moldova from October 2019 – September 2020. In October 2020 she moved to the Transatlantic Strategy Division and is based in Budapest, Hungary where is managing the Transatlantic Strategy Initiative (TSI) program.

Ms. Keerbs has experience working on election campaigns in the US and the United Kingdom. Andrea Keerbs earned her bachelor’s degree from Minnesota State University – Mankato and a Master’s in International Management from the University of St. Thomas (MN).
